Dr. Jose I. Delgado is the CEO and President of Taino Consultants, a healthcare consulting company assisting healthcare professionals and organizations for over 20 years. Dr. Delgado has received many accolades throughout his civilian career that places him as one of the most experienced and versatile Health Care Executives in the World.
During his professional career, he has worked for multiple hospitals, primary and specialty practices and several healthcare businesses and organizations (billing companies, ambulatory surgical centers, biomedical labs, research companies, etc.). As an entrepreneur and business professional, he has also owned various clinics, rehab and community mental health centers, information technology (IT) companies, and Management Service Organizations (MSOs).
Dr. Delgado’s IT’s experience started over 40 years ago as a programmer using machine language coding. He also spent five years in the Air Force Space and Missile program and had the opportunity to work with Hughes Aircraft as part of the team developing the United States’ Star Wars program. His IT experience continued in the private world, where under one of his own companies, he developed a document management system (DMS) that evolved into an electronic health record system. One of the peculiarities of this system is the security protocols which were developed based on the Navy’s guidelines for handling electronic top-secret documentation. The system was developed with enough versatility that the same could be adapted to vertical lines of businesses with minimum modifications.
Dr. Delgado’s performance in the Air Force led to his selection to create the contracting arm of the Air Forces’ Latin American territory, better known as USSOUTHAF. As the Air Force’s Director of contract in Latin America, Dr. Delgado was directly responsible for logistics, contingencies and special programs in a territory encompassing 25% of the World; secondary responsibility for the rest of the world. On a daily basis, he handled programs worth millions of dollars in multiple countries. He also coordinated the logistics to build clinics and support operations in remote areas of the world.
His grasp of the current healthcare compliance requirements in the United States led him to create the protocols and content (policies, forms, schedule of events and training) of EPI’s Compliance system. He also developed a HIPAA Security Officer Certification program, a HIPAA Security Business Certification program and a HIPAA Security Risk Assessment template for Covered Entities and Business Associates. Dr. Delgado’s HITECH knowledge and experience has made him the “go to” person for cases involving Healthcare Providers and Organizations. Dr. Delgado’s fearless attitude and commitment to his clients has resulted in elevation and resolution of cases at the Medicare’s offices in Washington level. In each case, Dr. Delgado was able to obtain a decision in favor of his clients.
Under the banner of Taino Consultants, Dr. Delgado has assisted with the opening of multiple health care businesses. Dr. Delgado’s teams also assist with efficiencies, compliance, marketing, operations, licensing and certification of healthcare businesses and professionals. Under Dr. Delgado’s leadership, Taino Consultants Inc. was certified as a Minority Veteran owned Federal contractor. Dr. Lora L. Brown is among the first state-approved medical marijuana physicians in Florida who can recommend medical cannabis for patients suffering from symptoms related to debilitating medical conditions such as: multiple sclerosis, ALS, PTSD, Crohn’s disease, Parkinson’s disease, glaucoma, AIDS and HIV, severe muscle spasms, seizures/epilepsy and cancer.

Dr. Brown has a respected 17-year background in the field of interventional pain medicine. During her career, she has seen the ravaging effects of opioid medication abuse in Florida. Rosana Rodriguez, DPM, CWSP, is board certified by the American Academy of Wound Management and by the American Podiatric Medical Specialties Board in prevention and treatment of diabetic foot wounds. She earned her undergraduate degree from the University of Puerto Rico, San Juan, and her Doctor of Podiatric Medicine degree from Ohio College of Podiatric Medicine. Dr. Rodriguez completed a rotating podiatric residency at Columbia University General Hospital in Seminole. FL, and a residency in podiatric surgery at Northside Hospital and Heart Institute in St. Petersburg, FL. She has been providing podiatric services since 1998.

Peter Beltran, President/CEO of NeuroMed, has a 30-year successful career in the field of electromedicine. Kok L. Chong, MD, a board-certified Interventional Radiologist since 2002. He founded Minimally Invasive Vascular to help bridge the gap between hospital and outpatient services. His vision was to offer patients an alternative to the hassle of the hospital by providing the highest level of care in a comfortable outpatient setting.
Dr. Chong earned his MD from the New York Medical College in Valhalla, New York and trained at the University of California at San Francisco (surgery internship), University of South California (radiology internship) and Indiana University Medical Center (vascular and interventional radiology fellowship).
He staffed hospitals as an Interventional Radiologist in California and Florida for vascular, oncological and trauma patients before committing himself fulltime in the outpatient setting in 2011. Dr. Jonathan Walker has been practicing in Ocala since 2008 and is proud to focus on the treatment of auto accident injuries, peripheral neuropathy, disc injuries, and knee pain.
In 2009 he founded the first multidisciplinary clinic in Marion County where chiropractors and medical physicians worked together under one roof. Jonathan Ovitt has over twenty years of business operational experience with developing and managing corporate functional areas within Finance, Supply Chain, and General Management for Consumer Product and Medical Device Companies.

Dr. Volk is a graduate of the Johns Hopkins University and a medical school graduate of the Indiana University School of Medicine. He is fellowship trained in sports medicine, shoulder and knee arthroscopy. Dr. Volk holds two Board Certifications with the American Board of Orthopaedic Surgery – one in Orthopaedic Surgery, the other in Sports Medicine. Dr. Volk has a particular interest in treating conditions of the shoulder, specializing in an all-arthroscopic rotator cuff repair of the shoulder, which results in less pain and faster recovery. He is also the past Chief Medical Advisor for the Professional Women’s Tennis Association and has extensive experience in treating professional, collegiate and high school athletes.
Dr. Yesenia Justiniano is a wound care & Hyperbaric medicine specialist. She has over 10 years’ experience in wound care and hyperbaric medicine and was the founding physician and medical director of several hyperbaric medicine programs in Puerto Rico. Dr. Justiniano’s expertise has been recognized by several organizations and businesses that utilized her knowledge and expertise as a professional speaker on behalf of her organizations.
Dr. Justiniano has also worked as a medical director for multiple organizations. She had led teams of wound care specialists and created protocols that to this date continued to be used by these organizations.
