Dr. Jose I. Delgado is the CEO and President of Taino Consultants, a healthcare consulting company assisting healthcare professionals and organizations for over 20 years. Dr. Delgado has received many accolades throughout his civilian career that places him as one of the most experienced and versatile Health Care Executives in the World.
During his professional career, he has worked for multiple hospitals, primary and specialty practices and several healthcare businesses and organizations (billing companies, ambulatory surgical centers, biomedical labs, research companies, etc.). As an entrepreneur and business professional, he has also owned various clinics, rehab and community mental health centers, information technology (IT) companies, and Management Service Organizations (MSOs).
Dr. Delgado’s IT’s experience started over 40 years ago as a programmer using machine language coding. He also spent five years in the Air Force Space and Missile program and had the opportunity to work with Hughes Aircraft as part of the team developing the United States’ Star Wars program. His IT experience continued in the private world, where under one of his own companies, he developed a document management system (DMS) that evolved into an electronic health record system. One of the peculiarities of this system is the security protocols which were developed based on the Navy’s guidelines for handling electronic top-secret documentation. The system was developed with enough versatility that the same could be adapted to vertical lines of businesses with minimum modifications.
Dr. Delgado’s performance in the Air Force led to his selection to create the contracting arm of the Air Forces’ Latin American territory, better known as USSOUTHAF. As the Air Force’s Director of contract in Latin America, Dr. Delgado was directly responsible for logistics, contingencies and special programs in a territory encompassing 25% of the World; secondary responsibility for the rest of the world. On a daily basis, he handled programs worth millions of dollars in multiple countries. He also coordinated the logistics to build clinics and support operations in remote areas of the world.
His grasp of the current healthcare compliance requirements in the United States led him to create the protocols and content (policies, forms, schedule of events and training) of EPI’s Compliance system. He also developed a HIPAA Security Officer Certification program, a HIPAA Security Business Certification program and a HIPAA Security Risk Assessment template for Covered Entities and Business Associates. Dr. Delgado’s HITECH knowledge and experience has made him the “go to” person for cases involving Healthcare Providers and Organizations. Dr. Delgado’s fearless attitude and commitment to his clients has resulted in elevation and resolution of cases at the Medicare’s offices in Washington level. In each case, Dr. Delgado was able to obtain a decision in favor of his clients.
Under the banner of Taino Consultants, Dr. Delgado has assisted with the opening of multiple health care businesses. Dr. Delgado’s teams also assist with efficiencies, compliance, marketing, operations, licensing and certification of healthcare businesses and professionals. Under Dr. Delgado’s leadership, Taino Consultants Inc. was certified as a Minority Veteran owned Federal contractor. The significance of these certifications cannot be overlooked, as the same has resulted in Taino Consultants and Dr. Delgado being a go-to resource for Federal Organizations such as the Centers for Medicare and Medicaid Services (CMS), and the United States Veteran of Department Affairs.
Samantha Prokop is a shareholder at Gunster, one of Florida’s oldest and largest full-service business firms. Samantha focuses her practice on business strategies, transactions, and compliance for health care practices and businesses. Samantha has extensive legal experience in health care including working as an in-house risk manager and general counsel for a multi-hospital health care system. Her experience and insight allow her to develop unique and practical strategies to help her clients overcome the unique challenges that face health care providers.

Jason Mehta is a former federal prosecutor who specialized in healthcare fraud, who now advises and defends companies and individuals facing government investigations. As a prosecutor in Jacksonville, Florida, Jason was responsible for more than 50 False Claims Act recoveries and more than two dozen criminal prosecutions. He personally recovered more than a quarter of a billion dollars and was recognized with one of the Department of Justice’s highest awards, the Director’s Award, in 2017. Now in private practice at Bradley, Jason advises and defends companies in False Claims Act investigations, realtor lawsuits, criminal prosecutions, and other proceedings. Jason is representing companies in courts across the country.
Jason is a 2007 magna cum laude graduate of Harvard Law School. He received his undergraduate degree with high honors from the University of California, Berkeley. Originally from Gainesville, Florida, Jason now resides in Tampa with his wife, Lauren, and his two children, Maia and Jack. When not at work, Jason can be found trying to catch his breath while chasing his children and playing relatively mediocre basketball.
Dr. Goyenechea holds a medical doctor degree. She founded STAT Medical Office Services in 1997 and has since been a hands-on CEO with 23 years experience in Medical Billing and Management. Her experience and insight into the medical world allows her to develop a unique and practical approach to serve her clients’ needs. With her medical background, she understands the unique challenges that today’s health care providers face.
AnnaMaria M. Turano is the Vice President of Marketing for Synzi. She is responsible for leading all marketing and branding initiatives for the company. AnnaMaria was previously with Stratus Video as the Vice President of Marketing and led the effort to separate the Telehealth division and rebrand the new company as Synzi. Prior to her client-side roles, AnnaMaria co-founded MCAworks, a strategic marketing consulting firm advising Fortune 500 companies on developing growth strategies. As a partner at MCAworks, she led market expansion opportunities for B2B, B2C, and B2B2C clients in technology, healthcare, and financial services – domestically and internationally. Her roster of clients included Verizon, Bright House, Sage, Lexis-Nexis, Shutterstock, TheLadders, Pfizer, Johnson & Johnson, Nationwide, VSP and MasterCard.
